800-plus startups, 34th in the world and a ladder that runs to €2m: Cyprus' innovation chief says the hard part is no longer starting

Research and Innovation Foundation director general Theodoros Loukaidis says more than 800 startups and scaleups are now based in Cyprus, which ranks 34th in StartupBlink's Global Startup Ecosystem Index 2026 — up from 57th in 2021 — 15th globally for its innovators' business environment and 29th in WIPO's Global Innovation Index. His argument is that producing startups is no longer the problem: building companies that reach international scale, keep intellectual property on the island and create high-value jobs is. RIF's funding ladder now runs from €120,000 equity-free at PRE-SEED to €2m at STEP, alongside a roughly 3 per cent IP Box rate and a 50 per cent income tax exemption for relocating professionals.

The AI in Practice conference at the Cultural Centre of European University Cyprus on 19 October ended on a blunter note than it opened: Cypriot businesses have done the experimenting and have little to show for it in business value. Organised by Panis.News with GrantXpert Consulting and Future Skills Hub, the day drew the Chief Scientist of Cyprus Demetris Skourides by recorded interview, Commissioner of Communications Marios Pieri, the High Commissioner of India to Cyprus and EUC rector Professor Loizos Symeou. Speakers from Grant Thornton Cyprus and Powersoft argued the binding constraint is organisational, not technical — leadership, the ability to learn and unlearn, and testing assumptions with customers rather than chasing efficiency.

The ten-strong Cypriot squad was led by Marios Kailis and selected through the Cyprus Cyber Security Challenge in August, with the Cyprus Computer Society coordinating preparation and the volunteer CyberMouflons mentors training the team.

A Cyprus Information Technology Enterprises Association delegation met Electronic Communications Commissioner Marios Pieris and Assistant Commissioner Georgios Georgiou on Wednesday 21 October to discuss cooperation on cybersecurity and artificial intelligence. Cyprus took four medals from the two Balkan Olympiads in Informatics this autumn: Alexis Tsagaris won silver and Konstantinos Nikolas Lioudakis bronze at the Junior olympiad in Sarajevo on 22–28 September, while Mariza Paspalli and Alexander Minko both took bronze at the senior olympiad in Tirana on 14–20 September. The same cohort brought home a silver and a bronze from the International Olympiad in Informatics and a gold from the European Girls' Olympiad in Informatics 2026. The entry route is the Cyprus Olympiad in Informatics, run by the Cyprus Computer Society with the education ministry, and its preparation courses are free and run in every district.
